That's wild. I know Candace Owens recently did a video where she said Matthew Shepard's death was solely to do with drugs and nothing to do with him being gay and stated it was the reason why she used to be pro gay rights.

Her argument was along the lines of "I didn't question it back then, I just accepted what I was being told". However, now someone else is saying the opposite, she sees no issue with accepting that and not questioning it either. Of course she's too dense to realise her own hypocrisy.

Not that recent. It was passed and signed into law Oct 28, 2009, fourteen years ago. You're correct that Virginia Foxx fought it, and it was in that context that she made her remarks in April of 2009. But she didn't invent the idea; she was only repeating what she'd picked up in right wing circles.

Virginia Foxx eventually retracted her claims, and acknowledged "her use of the word "hoax" was in bad taste. She suggested that Shepard's murder was a tragedy and that his killers had received appropriate justice" (see link at R17). But right wingers are still trying to keep the claims alive, by constantly reintroducing it.
